The race will be contested by National Teams, UCI Continental Teams, foreign clubs, Norwegian clubs, regional or composite teams. In compliance with article 2.2.003, the number of competitors per team is a minimum of 4 and a maximum of 6. LAWS AND REGULATIONS IN FORCE. The race “Festningsrittet” is organized according to UCI rules, class Men elite 2.2 of the UCI Europe Tour. Riders and all race cars must follow the instructions of race-marshals and the Norwegian traffic rules. All roads are open for normal traffic. TEAMS’ CONFIRMATION Teams’ confirmation and distribution of riders’ numbers, foto-finish numbers, frame numbers and timing transponders, to be done at the Race Office between 10:00 – 11:30 on the 20th of August. CLASSIFICATIONSINDIVIDUAL OVERALL CLASSIFICATION BY TIME - RED JERSEY. The winner of Festningsrittet is the rider who, after completed all 3 stages have the lowest accumulated time, including bonuses and penalisations. (Ref. UCI Reg. Part 12). The red jersey shall be worn by the current leader on time. Where two or more riders make the same time in the general individual placing, the placing will be set according to UCI regulations 2.6.015. INTERSPORT - SPRINT There are INTERSPORT SPRINTS on every stage. All have equal scale of points. There are 5 – 3 – 1 points on every INTERSPORT SPRINT. The rider with highest number of points and who completes the whole race is the winner of INTERSPORT SPRINT. In the event of a tie in the Intersport Sprint, the following criteria shall be applied in order until the riders are separated: 1) number of wins in the intermediate sprints - 2) general individual classification by time. MARKING: The SPRINT is marked with green flag 500 m before and white flag at the line. RACE JERSEYS: RED JERSEY The winner of the first stage shall wear the red jersey on the second stage. The leading rider in the individual general classification shall wear the designated red jersey in the following stage. The red jersey is handed over immediately after every stage, at the award ceremony. The rider who carries the red jersey can put on advertising for his team’s Main sponsor (ref. UCI-regulations 1.3.053). INTERSPORT SPRINT - GREEN JERSEY The rider with most points shall wear the green jersey. The green jersey is handed over immediately after every stage, at the award ceremony. If the rider who is leading in the individual general classification also is the leader of the INTERSPORT SPRINT, the green jersey must be worn by the rider who is second in the sprint competition. The rider who carries the green jersey can put on advertising for his team’s Main sponsor (ref. UCIregulations 1.3.053). WHITE JERSEY U23 Young Rider’s Classification – White Jersey Birth date limit: 1st of January 1988. The rider who carries the white jersey can put on advertising for his team’s Main sponsor (ref. UCI-regulations 1.3.053). PRIORITY OF LEADERS JERSEY’S WEARING Red Jersey (General Leader) – Green jersey (Intersport Sprint) –White jersey (youth – U23). TEAM CLASSIFICATION
The team classification for the day shall be calculated on the basis of the sum of the three best individual times from each team. In the event of a tie, the teams shall be separated by the sum of the places acquired by their three best placed riders on the stage. If the teams are still tied, they shall be separated by the placing of their best rider on the stage classification. The team general classification shall be calculated on the basis of the sum of the three best individual times from each team in each stage ridden. In the event of a draw, the following criteria shall be applied in order until the teams are separated: 1. number of first places in the daily team classifications; 2. number of second places in the daily team classifications; etc. If there is still a draw, the teams shall be separated by the placing of their best rider in the general Individual classification. Any team reduced to fewer than three riders shall be eliminated from the general team classification. START PROTOCOL All riders must sign in the protocol before every stage. The protocol is posted 45 minutes before start, and will be removed 10 minutes before start. By signing on the start protocol the rider confirm that he has read and understood the race regulations and the courses of the stage. There is no “signing out” after finish. RACE NUMBERS Each rider has to put on two body numbers, one foto-finish mumber and one frame number every stage. It is strictly forbidden to fold, cut or mutilate the race numbers in any way. The frame number and time transponders must be returned at the race office after finishing the 3.Stage. TIME TRANSPONDERS Information will be given at the race office on August 20th. TEAM CARS For the first stage the driving order of the team cars are determined by drawing lots. All teams must have a team car. All the vehicles driving in the motorcade are restricted to a maximum height of 1.60 m (art. 2.2.034). Teams who are not present at the team managers meeting, will not participate in the drawing and be placed last. NEUTRAL TECHNICAL SUPPORT The neutral support is taken care of by means of 2 cars from the organizer. FEEDING Feeding can be done at every stage from the team cars: 50 km after start until 20 km before finish. LAST 1000 M The last 1000-m is marked with a sign/triangle. AWARD CEREMONIES: In the finish area immediately after the finish of every stage: No. one, two and three on each stage. Distribution of the red jersey to the leading rider in the individual classification. Distribution of the green jersey and the white jersey. In the finish area immediately after the finish of the last stage: No. one, two and three on the last stage. No. one, two and three in the individual general classification. The winner of the INTERSPORT SPRINT, the winner of WHITE JERSEY and the winner of the TEAM COMPETITION. FINISHING TIME LIMIT On stage 1 – 3 there is a finishing period increased by 10% in relation to the winning time. On Stage 3: If riders will overlap before starting at the last 5 laps of the finish circuits they will not receive a calculated time if they are more than 20 minutes after the leader at the same point (Km 138,7). In this case they will not show in the stage and overall classification. If riders will overlap in the last 5 laps of the finish circuits they will receive a calculated time. In accordance with the article 2.6.032 UCI regulations, the Panel of Commissaries may extend finishing times after consulting with the organizer. RIDERS ABANDONING THE RACE. A rider who abandons the race shall immediately remove their race-numbers and deliver these to a commissaire or the ««broom wagon». A rider who has abandoned the race may not compete in any other cycling events for the duration of the stage race he abandoned, ref. UCI 2.6.025. RACE RESULTS Results will be distributed from the race office as soon as possible after each stage, and on the organizers web site: www.festningsrittet.no . ANTI-DOPING CONTROLS The anti-doping controls are done according to the UCI Anti-doping regulations and Anti Doping Norges antidoping rules. The controls will be carried out at Olssons brygga, Arvika (stage 1), Kongsvinger Rådhus, Kongsvinger (stage 2 and 3). PENALTIES Penalties are in compliance with UCI rules Prizes
